Having spent my entire life in Winnipeg, I would consider the safety in Downtown Winnipeg to be acceptable. 

I have frequented the area numerous times, as it serves as the primary hub of the city, and have yet to encounter any major safety concerns. However, I still have some reservations about the area, particularly during nighttime.

Again, it is worth noting that Downtown Winnipeg faces issues with homelessness, which is possibly one of the primary reasons why homeless individuals are more prevalent in the area. 

Given the higher foot traffic in Downtown Winnipeg, it may be easier for homeless individuals to seek assistance and support than in other parts of the city.

Nonetheless, Downtown Winnipeg is an excellent area with numerous attractions and activities to enjoy. Just make sure that you are aware of your surroundings, just like living and visiting any other city in the world.
